Call for Volunteers: Advanced Mobility Working Group Mobile Applications Committee

The Advanced Mobility Working Group (AMWG) recently formed a new Committee focused on Mobile Applications. This committee is putting forward a new project focused on bringing together Federal Agencies that have focused on mission centric mobile applications and ascertaining their lessons learned and best practices. The committee will organize a panel of agencies that can best represent this effort, publish analysis of the panel discussion, and will write a white paper describing these efforts and their outcomes. The Mobile Applications Committee government sponsor is GPO's Deputy CIO Jeremy Woods. There is no subject matter expertise required for participation, just a passion for how mobility can change the way Federal Agencies execute their mission. Time commitment per week should be no more than two hours and we plan to kick of our first committee meeting the week of May 27th. Our first project timeline should run through October.

If you are interested in joining this effort please contact Melissa Adamson: melissa.adamson@agilex.com or Geary Brummell: gearyb@microsoft.com.

We look forward to your participation!

Call for Volunteers: ACT-IAC C&T SIG Best Practices in Open Data in Deploying APIs versus APPS

Agencies have two big decisions to make when they decide to release data: (1) whether to create private, hybrid, or public APIs and (2) what, if any, kind of website or mobile application to provide. The Collaboration & Transformation (C&T) SIG will conduct surveys of federal agencies to determine which options agencies are using, what drove agency decisions, and share agency best practices. The C&T SIG will convene a panel discussion and produce a whitepaper summarizing the findings and recommendations. It is estimated that this project will take 4 to 5 months, and assist Government make strategic decisions regarding how to make information transparent, share best practices regarding open data, APIs and application development, and collaborate on common solutions. This project's government Sponsors include Bethany Letalien, OPM, and Kim Taylor, USDA. If you'd like more information or wish to volunteer for this activity please contact C&T SIG Chair Adelaide O’Brien at aobrien@idc.com.

Call for Volunteers: Enabling the Mobile Federal Field Worker Project Team

Bill Kirkendale (CSOSA), Bryan Pagliano (DoS), and Susan Lilly (SRA International) are leading the AMWG's “Enabling the Mobile Federal Field Worker” project team. This project will focus on aspects of mobility for government workers whose jobs are inherently mobile in nature – law enforcement, regulatory inspectors, emergency responders, healthcare workers, and others. The planned activities for this project are to create:

  •  A survey of different agencies’ mobile solutions for their field workers – deployed, pilot projects, planned future projects. This could be used by other agencies that are looking for a similar system, to get advice or even some reuse
  •  A white paper on the more challenging requirements for mobile government field solutions (occasionally disconnected usage, collection of evidence, privacy/security, cross-agency collaboration/interoperability, and non-technical considerations, such as union workers, agency policies, etc)
  •  A tool to help government organizations to evaluate workload balance and productivity improvements resulting from mobility, to better assess the ROI from a business, not just IT, perspective.

Your help is needed to support the Government's transformation in the use of mobile technology to increase productivity and effectiveness of its workers in the field. Bill, Bryan, and Susan are seeking volunteers for the project team, and are in the process of planning a kickoff meeting. During the kickoff, we will cover a brief history and goals of the AMWG for newcomers, describe our project goals, and connect up volunteers with specific project activities that most interest them. A conference bridge will be provided for those unable to attend in person.

This group will be addressing different aspects of mobility for federal workers whose jobs are inherently field work, such as regulatory inspectors, law enforcement, and disaster response workers. These kinds of applications address many challenges, including supporting disconnected mobile operations, use for collection of evidence for legal/regulatory use, interoperability across organizations, security/privacy of data, and human capital issues, such as unionized workers. This project will take a holistic look at the special requirements and approaches for federal mobile field solutions. This team is especially seeking government and industry volunteers who are:

  • Currently working in some phase -- from planning through operations -- of deploying mobile field solutions (beyond email/calendar) to federal workers
  •  Experienced in assessing the cost/benefits of mobile field solutions, in terms of both IT and business/mission value

Anticipated commitment is 1 hour per week for the team status meeting and 3 hours per week for 8 weeks for completing the activity that you volunteer to support. To join the group or attend the kickoff meeting, please forward the information listed below to susan_lilly@sra.com:

  • Name
  • Organization
  • Phone (office and/or mobile)
  • Email
  • 1-2 sentence description of your relevant mobile experience/interest

Thanks again for your interest, energy, and enthusiasm, and we look forward to working with you!

Best regards,

Rick Holgate & Tom Suder, Co-Chairs
Advanced Mobility Working Group

Shared Interest Groups (SIGS)

The Shared Interest Groups (SIGs) are the place where industry and Government officials are working together on leading edge IT issues. Each SIG is working to produce white papers, best practices, seminars and other products to address the key issues identified by its Government Advisory Panel. The SIGs generally meet monthly and each SIG has its own page on the portal which contains its leadership roster and calendar of events. Membership in the SIGs is open to all interested ACT and IAC members. Each SIG is led by a Chair and Vice Chair, elected by the SIG’s membership in April and serving from July-June. To find out more information on one or more of the following SIGs click on the SIG’s name below:

Acquisition Management SIG

The Acquisition Management SIG addresses acquisition lifecycle management issues as well as competitive sourcing, acquisition workforce training and procurement and contracting alternatives. This SIG focuses on educating Federal Agencies, Capitol Hill, and regulatory bodies, leveraging the collective experience and expertise of ACT-IAC members, and coordinating the exchange of ideas between Government and industry. Our goal is to provide a forum for Government and industry to discuss ideas, concepts, and issues related to Government acquisition.

Collaboration & Transformation SIG

The Collaboration and Transformation (C&T) SIG is focused on the business/people issues related to Government transformational and collaboration initiatives rather than technology. These areas, when performed well, make programs more successful - enabling technical solutions to be more easily and more effectively implemented. In addition, the C&T SIG tackles key topics, spawns committees focused on those topics, and provides a supporting structure to incubate those committees as future candidates for full SIG status. The C&T SIG supports the business and people side of Government transformations that require cross-agency collaboration.

Cybersecurity SIG

The Cybersecurity SIG is focused on being a primary contributor for our Government partners to solve their key challenges of information security and privacy. Our goal is to provide thought leadership to effectively enable them to address their mission security and privacy needs in the midst of mission needs, applicable governmental policy, regulations and laws, and the ever changing IT security and privacy threats. SIG members focus on blending information security and privacy policies and on new technologies to enforce the policies.

Emerging Technology SIG

The mission of the Emerging Technology SIG is to accelerate the application and integration of emerging commercial technologies in Government to address business issues more effectively. This SIG provides a forum for interaction between Government, industry and academia to proactively understand, apply, and provide input about emerging technologies and share best practices. Examples of areas of interest of the Emerging Technology SIG include: Big Data; open source; Agile; and software and hardware advancements.

Enterprise Architecture SIG

The mission of the Enterprise Architecture SIG is to provide a practical implementation approach and best practices to EA and the utilization of the Reference Models. The EA SIG provides thought leadership, objective advice, constructive review and best practices supporting the use of Enterprise Architecture in Government. Objectives are to: support the OMB’s efforts to further define the Federal Enterprise Architecture (FEA) and demonstrate its value to Government; support the OMB Chief Architect (FEAPMO) in the identification of promising industry developments and in developing best practices; advance the use and maturity of Enterprise Architecture as practiced within and across Government; serve as a clearing house and POC to ensure a consistent voice on EA and related topics throughout all ACT-IAC activities and advice provided to the Government.

Human Capital SIG

The mission of the Human Capital SIG is to bring industry and Government executives together to exchange information, support professional development, improve communications and understanding, solve issues and build partnership and trust, thereby enhancing the Government's ability to serve the nation's citizenry. This is accomplished through discussing best practices in the human capital management arena to help facilitate ACT-IAC positions and present the results to the organizations such as Chief Human Capital Officer Council, the IT Workforce Committee of the CIO council and the Human Capital Committee of the CFO council, etc.

Networks & Telecommunications SIG

ACT-IAC’s first SIG originally formed in 1994, the Networks & Telecommunications (N&T) SIG provides a forum and clearing-house for on-going discussions, information sharing, and education for industry and Government professionals. The SIG collaborates with its Government Advisory Panel to identify key issues and set priorities for action. The SIG then provides a collaborative perspective that serves the collective interests of Government and industry, and ensures that viewpoints represented include all aspects of the collective interests that are discussed on issues of interest and importance to Government professionals.

Small Business SIG

A primary objective of the Small Business SIG is to bring small and large IT companies and Government Agencies to the table to discuss issues surrounding goals, set-asides, programs, and other issues of importance for the benefit of all parties involved. The mission is to help small businesses become more mature contractors; to improve communication flow between the small business in the IT industry and Government; to help the small business community connect internally and to our Government counterparts through networking; and to perpetuate leadership for the small business community.

Cloud Computing Cross-SIG Task Group

At the request of the Federal Cloud Computing Working Group, ACT-IAC created the Cloud Computing Task Group to coordinate and facilitate cloud computing related activities across the SIGs.

The agenda for the Cloud Computing Cross-SIG Task Group is to coordinate cross-SIG related activities on cloud computing; reduce redundancy of cloud computing activities across ACT-IAC and to promote cross pollination of ideas and activities; align the efforts of the SIGs on cloud computing with the needs and requirements of the Federal Government; and to provide a mechanism and platform for SIGs to collaborate and communicate effectively on the topic of cloud computing

Advanced Mobility Working Group

The Advanced Mobility Working Group (AMWG) was created to foster collaboration and communication on issues regarding mobile computing in the Federal Government, including citizen services, remote connectivity, employee services, workforce productivity, digital publishing, and enterprise mobility through facilitation of dialogue between Government and industry to identify issues salient to the Government’s adoption of mobility technologies, architectures, and delivery models; establishment of  a timely repository of mobile computing best practices, experiences, and theory/policy discussions recognized by Government and industry as authoritative;   creation of a community of interest to provide an on-going forum for exchange of information with Federal  and industry stakeholders who support Federal policy and strategy development; and the production of white papers and other recommendations  to address gaps in Federal mobility policy, standards, guidance, processes, infrastructure
