About Excellence.Gov:

The Federal Government spends more than $100 billion annually on the acquisition and management of information technology resources.  The ability of the government to serve the public and manage federal activities is dependent upon the successful management of IT assets.  The Excellence.Gov Awards Program was established by the American Council for Technology/Industry Advisory Council to recognize best practices in the federal government’s management and use of information technology.   The Excellence.Gov Awards Program recognizes those federal programs – and their managers – who have achieved exceptional results in the management of IT to support the government’s mission and serve citizens.

Army/PEO EIS, Installation Support Modules – Central Issue Facilities (ISM CIF)

CIF item identification through bar code tracking supports real-time issue and turn-in processes and enhances the ability to accurately track total Army inventory.  It also provides rapid identification of faulty equipment such as body armor and other items so they can be permanently removed from inventory.

Army/PEO EIS, Product Manager Movement Tracking System (PM MTS)

MTS provides the capability to identify position, track progress and communicate with the operators of Tactical Wheeled Vehicles on a near real-time basis during peacetime; operations other than war; and war.  Through the use of positioning and commercial satellites, MTS provides the means for transportation movement control and Combat Support/Combat Service Support operations sections to exercise assured positive control and maintain visibility of logistics assets anywhere in the world.

Army/PEO EIS, Standardized Transportable-Relocatable Main Communications Facility

The Standardized Transportable/Re-locatable Main Communications Facility design, the Army can implement theater-wide strategic communications in 1/3 the time, for less than 1/2 the cost and 1/10 the yearly Operation & Maintenance cost. The design will be in the Army inventory for the long foreseeable future based on its robust capabilities, flexibility to meet the wide range of the Army's expeditionary requirements, cost savings compared to a permanent facility and the project's built-in periodic tech-refreshment.

DHS/CBP, Western Hemisphere Travel Initiative (WHTI)

WHTI secure document requirements were successfully deployed June 1, 2009, at the Nation’s land and sea ports of entry, and was the first border security recommendation of the 9/11 Commission to be fully implemented.  U.S. Customs and Border Protection delivered WHTI on time, on schedule and within budget, by providing innovative technologies which allow officers to conduct more efficient and thorough inspections, and more easily identify fraudulent documents and imposters.

DISA, Defense Connect Online (DCO)

Defense Connect Online provides web conferencing and chat services that help everyone within Department of Defense conduct missions more efficiently and effectively by collaborating with mission partners around the world.

DISA, Forge.mil

Forge.mil is a service developed by the Defense Information Systems Agency (DISA) to support DoD IT development efforts. It provides a collaborative software environment that accelerates the development and deployment of DoD software and systems. It enables an agile software development approach modeled on open source, cloud computing and commercial best practices. Using Forge.mil, DoD development efforts can immediately begin prototype advancements and rapidly evolve capabilities through collaboration with all stakeholders.  Forge.mil is currently supporting over 280 projects and over 5000 developers.

DoD, Next Generation – Automated Biometric Identification System v1.0 (NG-ABIS)

NG-ABIS gives the war fighter the ability to distinguish friend from foe. This system uses an innovative algorithm that combines a subject's fingerprints, facial image, and irises to confirm their identity.  This database unveils the enemy; provides local civilian populations greater security; and, enhances the safety of our forces.

DoE, Implementing Virtualization to Reduce Carbon Footprint and Consolidate Data

Through the implementation of virtualization, our staff of three decommissioned 100 physical servers and deployed 300 virtual machines onto 13 hosts. We also retired three data centers. To date, we have achieved $1.4 million in cost savings and reduced our data-center footprint by almost 50 percent in some areas.

EPA/OIC, Central Data Exchange (CDX) – www.FederalReporting.gov

When the Recovery Act was signed into law, the newly created Recovery Accountability and Transparency Board (RATB) was faced with tracking $787 billion in stimulus funds. The RATB leveraged EPA’s Central Data Exchange (CDX) and its architecture in June to develop FederalReporting.gov.  A cross-government team designed and deployed a national, cloud-based reporting system and a robust help desk in October.  FederalReporting.gov successfully registered 60,000 recipients and received over 145,000 reports in the first quarter.

GSA, IT Dashboard and USAspending.gov

The IT Dashboard provides the public with an online window into the details of Federal information technology investments and provides users with the ability to track the progress of investments over time. The IT Dashboard displays data received from agency reports including general information on over 7,000 Federal IT investments and detailed data for hundreds of those investments classified as "major". Agency CIOs are responsible for evaluating and updating select data on a monthly basis. 

HHS/CMS, Beneficiary Contact Center (BCC) Modernization Initiative

The BCC Modernization Initiative revolutionized program operations by leveraging the management practices used in world-class commercial contact centers and implementing innovative technologies.  The result is improved service to Medicare beneficiaries at better value to the taxpayers.

HHS/CMS, MyMedicare.gov Beneficiary Portal (MBP)

The BCC Modernization Initiative revolutionized program operations by leveraging the management practices used in world-class commercial contact centers and implementing innovative technologies.  The result is improved service to Medicare beneficiaries in making their health care choices.

HHS/FHA, CONNECT Gateway for the Nationwide Health Information Network

CONNECT addresses organizations’ requirements to securely share electronic healthcare records. CONNECT enables medical records to follow patients, doctors to have health data at their fingertips, citizens to be better served with complete public health data, and federal and state benefits to be administered efficiently.

LOC, The Library of Congress Experience

The Library of Congress is the world’s largest collection of knowledge and information.  The Library of Congress Experience was designed to increase public awareness of the Library’s rich resources, seizing a unique opportunity through the architecture of the magnificent Thomas Jefferson Building and interactive exhibitions to offer a hands-on learning experience for the general public and, especially, the K-12 community.

NDU, Federal Consortium for Virtual Worlds

The Federal Consortium for Virtual Worlds (FCVW) was created to meet the challenges of using virtual worlds to effectively and efficiently facilitate inter- and intra-agency government communication and problem solving. Over 1500 members from government, industry and academia collaborate to solve issues, share best practices, and take advantage of economies of scale.   The FCVW project impacts mission delivery across government through increased collaboration across agencies, resource savings, and economies of scale.

HHS/NIH/NIAID, NIAID Collaboration Portal Program

NIAID’s Collaboration Portal Program uses SharePoint to facilitate multi-stakeholder collaboration from geographically diverse locations, manage communication, and ensure the security of data for the Institute’s oversight of research funding and its intramural conduct of basic and applied research.

SSA, Health IT Initiative

The Health IT initiative leverages industry standards and collaborative efforts with key stakeholders to automate the medical evidence request, collection and data analysis processes for disability determination in support of the agency’s mission to provide timely and accurate decisions on disability claims.  By expediting the receipt of medical evidence through the Health IT Initiative, disability determinations may be made more quickly, thus shortening the time that our citizens who are unable to work due to illness or injury must wait to receive disability benefits, enhancing their quality of life by easing their financial burden.

State, Consular Consolidated Database (CCD)

The Consular Consolidated Database (CCD) is a centralized, real-time repository of all biographic and biometric data from visa and passport applications.  This database is used by nearly 30,000 consular and national security officials in the Department of State and partner agencies.   The CCD facilitates unprecedented inter-agency data sharing of visa and passport applicant data, enhancing border security and eliminating fraud.  It has transformed a hard-to-access group of databases into a single, unified source.

Treasury/FMS, Governmentwide Accounting and Reporting Modernization Program (GWAMP)

GWAMP consolidates government wide accounting, reporting, and financial management processes and data into a single system of web services available for use by all relevant stakeholders.   GWAMP’s efforts permit the retirement of 9 form-based, segregated legacy systems improving the accuracy, transparency, availability and usefulness of Federal Accounting information.

USAF, United States Air Force - Logistics, Installations, and Mission Support – Enterprise View (LIMS-EV)

LIMS-EV enables accurate strategic and tactical visibility and decision making.  The Air Force Logistics community required a system that could quickly provide them with the ability to see where resources are currently located in the global supply chain and respond to critical time sensitive events; saving time, money and lives.

Each finalist will receive:

  • Five complimentary seats to the awards lunch to be held in Washington, DC on April 29, 2010.
  • Recognition at the awards lunch and in appropriate publications on the ACT/IAC web site, related publications, and in press releases.
  • Invitation to display their program at the 2010 Management of Change Conference to be held in Philadelphia, PA May 23 – 25, 2010 and ONE complimentary registration to the conference.
  • From among the finalists, five programs will be selected as Overall Winners and will be invited to be on a panel at a 2010 IAC membership meeting.

 * = White House definition of Transparency: Government should be transparent.  Transparency promotes accountability and provides information for citizens about what their Government is doing.  Information maintained by the Federal Government is a national asset. Executive departments and agencies should harness new technologies to put information about their operations and decisions online and readily available to the public. Executive departments and agencies should also solicit public feedback to identify information of greatest use to the public.
