Ken Allen (703-208-4800 x 204) Executive Director. Ken Allen has over 30 years of experience as a leader, senior executive and policy analyst in the information technology arena. Prior to joining ACT-IAC in 2005, he served as Executive Director of the Partnership for Public Warning (PPW); President and CEO of the National Newspaper Association (NNA); and President of the Information Industry Association. In addition to his management responsibilities, Ken has also been actively involved in shaping national information policies. He played a key role in the enactment of landmark IT legislation such as the Computer Security Act and Electronic Communications Privacy Act. His leadership led to successful development of the SEC EDGAR system. He has been involved in a wide range of issues ranging from postal reform and copyright to the future of the nation’s Emergency Alert System. Prior to his work in the non-profit sector, he spent 10 years as a senior policy analyst at the Office of Management and Budget where he served under 3 Presidents. His responsibilities included oversight of Federal information technology acquisitions & management and administration of the Privacy Act. He participated in President Carter’s Data Processing Reorganization Project and played a key role in implementing the Paperwork Reduction Act of 1980. As the OMB expert on government information access and dissemination policies, Mr. Allen’s work led to the development of OMB Circular A-130. He is the recipient of numerous awards. The National Journal called Mr. Allen the “top gun of the information industry” and Campaigns & Elections magazine selected him as a “rising political star.” He is a Fed 100 recipient and a member of Pi Alpha Alpha, the national honorary society for public administration. He is a 2007 graduate of Leadership Fairfax. Mr. Allen has a BA from the University of Illinois and an MSA in governmental administration from George Washington University. He resides in Great Falls, Virginia with his wife Judith. |

Don Arnold (703-208-4800x207) joined ACT-IAC in 2011 as its Director, Government Programs. He manages programs and coordinates outreach efforts in order to increase government participation. Don is a veteran of more than 25 years in the Federal IT community, beginning his career in the Pentagon as a civil servant. He has been engaged in Federal IT sales and business development for a number of product and services companies, including the Computer Corporation of America, GTE, Wang Government Services, PeopleSoft, and NGRAIN Corporation. Don has been prominent in Enterprise Software Licensing and in the delivery of simulation tools to the military training marketplace. Don was instrumental in developing the E-Gov conference series, serving as chairman for all E-Gov Conferences from the initial event in 1998 through 2002. Don was also active in the formation of the Industry Advisory Council. He chaired the ELC Program in 1993 and was Conference Co-Chair with Marty Wagner in 1994, formally initiating the partnership of co-chairs from government and industry. He has previously served on the IAC Executive Board from 1995 through 2003, and oversaw the birth of the SIGs and other IAC events. He moderated the IAC “Dashboard” project in 2009 and 2010, and served on the ELC 2010 ELC Advisory Committee. He is also the author of the ELC History, “20 Years of Partnership.” |

Don Becker (703-208-4800x221) joined ACT-IAC in 2003 and serves as its Associate Director, Communications and Web Services. In this role, Don is responsible for management and operation of the association's Content Management and Association Management Systems. Don Previously served as the organization's Customer Service Manager through 2007. Prior to joining ACT-IAC, Don held various positions at the Reston Hyatt Regency. Don holds a BA in Government and International Politics from George Mason University. |

April Davis (703-208-4800x202) joined ACT-IAC in 2004. As Director of Member Services, she manages IAC membership support programs including membership engagement, retention and communications. Prior to joining ACT-IAC, April worked for Gifts In Kind International, a leader in the field of product philanthropy. In that role, she worked as a Donation Placement Manager providing an effective conduit for the donation of products, goods and services from the private sector to the charitable sector. April holds a BA in Communications from George Mason University. |

- Sara DeCarlo, Director, ACT-IAC Institute for Innovation. The ACT-IAC Institute for Innovation was chartered to promote innovation in the delivery of government services and operations. It develops and delivers high-quality strategic advice that reflects cross-industry recommendations based on the consensus of experts from ACT-IAC member companies and government liaisons. As director, Ms. DeCarlo coordinates activities with an advisory board to determine which projects the Institute will undertake and then guides all approved projects through to completion and acceptance by the project champion. Ms. DeCarlo’s previous experience includes over twenty five years in roles of increasing responsibility in strategy, business development, marketing and sales in telecommunications. She also led the federal team for an e-learning leadership and management training company. Ms. DeCarlo has been very active in IAC and served as its chair in 2009 and vice-chair in 2008. She is a two time awardee of the Fed 100.

Ian Evidente (703-208-4800x109) joined ACT-IAC in September of 2012 as Web Services and Systems Support Specialist. In this role, Ian is responsible for maintaining ACT-IAC’s Association Management System, as well as providing support expertise to ACT-IAC staff and membership, supporting webcast and video technologies, and the creation and distribution of the 'Week in Review' email distributed to the membership every Friday. Prior to joining ACT-IAC, he interned as an IT consultant for Mason Small Business Development Center, where he helped devise and implement a learning management system for the organization. Ian graduated from George Mason University with a BS in Information Technology with a concentration in Database Technology. |

As Associate Director of Sponsorships Judy manages all conference and event sponsorships and sponsor fulfillment. Previously, Judy worked with ICF International, PHR&A and was a full-time Graphic Design Consultant for many of the Washington Metropolitan areas top Advertising Agencies and Graphic Design Firms. Judy is attending George Mason University, pursuing a Bachelor of Interdisciplinary Studies degree. |

Glenda Henning (703-208-4800 x203) Deputy Executive Director. Joining ACT-IAC in 2008, Glenda brought perspectives gained from experience in both the non-profit arena as well as private sector IT. In her current role, Glenda acts as a close partner to the Executive Director in shaping and implementing the strategic direction of the organization. She holds the responsibilities of chief operating officer, including staff management and development, as well as strategic management of membership, conferences and sponsorships; technology strategy and infrastructure management; and public relations and marketing. Previously, Glenda served as Sr. Director of Membership, Marketing and Operations for the Investment Advisor Association and fulfilled responsibilities in the Information Technology arena in roles such as V.P. Operations for Hitachi Innovative Solutions. Glenda’s expertise lies in effective design and implementation of program objectives and in serving members in a mission-oriented community. Glenda holds dual BS degrees in Psychology and Sociology from the University of the State of New York.

- Renee Maisel (703-208-4800 x209) joined ACT-IAC in May of 2012 as Manager, Program Events. In this role, Renee is responsible for providing support to the Program Committee for their meetings and at events. Prior to joining ACT-IAC, she worked for the College Board and a scientific focused association management company. Renee graduated from Virginia Tech with a BS in Hospitality and Tourism Management and a BS in Marketing Management.

Jason J. Majesky, M.Ed (703-208-4800x112) joined ACT-IAC in May, 2012. He serves as Managing Director of Education. In this role, Jason is responsible for the ACT-IAC Academy’s educational and training program; the development and facilitation of curriculum for these courses; and evaluating the effectiveness of the Academy Courses. Jason has a combined 15 years’ experience within the educational arena. Prior to joining ACT-IAC, Jason served as the standards & accreditation specialist and project manager for Teachers of English to Speakers of Other Languages (TESOL), where he served as an evaluator & primary adjudicator for accrediting all university, institution and US State Departments TESOL licensure programs. Jason holds a BA in English, and a Master’s in Education (M.Ed) with an emphasis in Curriculum & Instruction from George Mason University. |

Angela Owens (703-208-4800x206) joined ACT-IAC in June of 2008 as its Member Support Representative. In this role Angela serves as the first point of engagement for members and manages customer relations. Prior to joining ACT-IAC, Angela worked for PAETEC Communications where she was the Sales Office Coordinator and performed a wide variety of administrative responsibilities. She also managed all new sales and order confirmations of T1 and telephone orders. Angela's duties encompass an array of bookkeeping and order processing duties. |

- Radell Peischler, CMP (703-208-4800x216) joined ACT-IAC in February of 2012 as Manager, Conferences and Events. In this role Radell manages the annual Small Business Conference (SBC) as well as the planning, management and operation of the organization’s major conferences. She previously worked for organizations including Starwood Hotels and Resorts, Envision EMI, LLC, and the Consumer Electronics Association. Radell holds a BS in Hotel, Restaurant, and Institutional Management from the University of Delaware and a Certificate in International Tourism from the Swiss School of Hotel and Tourism.

Mark Samblanet As ACT-IAC’s Information Technology Chief, Mark is responsible for the modernization of ACT-IAC’s technology, including the rollout of new web and collaboration capabilities. Mr. Samblanet has provided technical, management, and business development support as a Federal Contractor for 35 years, and has been a member of the Industry Advisory Council (IAC) for over 11 years, during which time he has led committees for identity management/access control (3 white papers), IAC web policy, and, most recently, the Challenges Snippet. For the past year and a quarter, he has served as the Vice Chair for the Collaboration and Transformation Shared Interest Group (C&T SIG). In both his IAC and business development role, he has established collaboration sites for projects and proposals to increase efficiency of information sharing and to coordinate work management. Mr. Samblanet has a Bachelor of Science degree in Mathematics with graduate work in Industrial Engineering and Operations research. His previous employers include Active Network, TechTeam (now Jacobs Technology), Anteon (now General Dynamics Information Technologies), SAIC, Telos, and Cincinnati Bell, as well as president of his own company for 10 years |

Jennifer Scott (703-208-4800 x 111) joined ACT-IAC in November 2012 as its Professional Development Coordinator. In this role, Jennifer is responsible for the day-to-day management and coordination of the organization’s professional development programs which include the Partners, Voyagers, Associates and Fellows. These programs provide opportunities to ‘rising stars’ and executives in both government and industry. Having graduated in July 2012 from Virginia Commonwealth University with double degrees, Jennifer brings forth with her a strong drive and determination to the team. She holds a Bachelor of Arts in Homeland Security and Emergency Preparedness as well as a Bachelor of Sciences in Criminal Justice and completed her time there with distinct Cum Laude academic honors.

John Shaw (703-208-4800 x222) joined ACT-IAC in January, 2009. As Director, Shared Interest Groups, John supports the leadership and members of the SIGs by acting as program manager for this area. Prior to joining ACT-IAC, John worked as Industry Liaison Specialist at GTSI where he was a corporate representative to government, industry and professional associations. John holds a BA in English from Old Dominion University. |

- Robert Smith, CMP, CMM, (703-208-4800 x223) joined ACT-IAC in February, 2011, as Director of Meetings and Education. In this role, Robert is responsible for the planning, management and operation of the organization’s major conferences, Executive Leadership Conference (ELC), Management of Change Conference (MOC), Small Business Conference (SBC) and the Acquisition Excellence conference - as well as ACT-IAC's Education initiatives. Robert holds a B.A in Political Science from Kansas State University.
