The Top 5 winners are:

      Department of Transportation, Bureau of Transportation Statistics – TranStats (the Intermodal Transportation Database)

TranStats provides one-stop shopping for transportation data housed among multiple agencies’ own silos through a single online web portal, reducing the time required to search for, download, compile, and analyze data. For the first time, the public can use a single web portal as a channel to most transportation-related data, reducing the expense and difficulty of doing business with the government.
 

      Department of Health and Human Services, Administration for Children and Families – The Federal Parent Locator Service

This system provides authorized agencies with access to a centralized repository of up-to-date employment information and national child support data. The Federal Parent Locator Service is a model of interagency collaboration involving the Social Security Administration, Department of Education, Internal Revenue Service, and state child support agencies applied to prevent, detect, and recover erroneous payments and fraud.
 

      Department of the Navy – eBusiness Pilot Project Program, which includes the AutoREAD and Appointment Desk projects

The Navy’s eBusiness Pilot Project Program allows exceptional ideas to receive funding at a start-up level and be executed in a timely manner. The program funds short term eBusiness projects that are designed and implemented by DON process owners. Two of these include the AutoREAD project, which is a field data collection system for maintaining aircraft launch and recovery equipment – and the Appointment Desk project, an automated hospital appointment scheduling system.
 

      U.S. Postal Service – eFleetCard System

The Postal Service manages the single largest fleet in the U.S. – over 224,000 vehicles. Previously, the Postal Service could not recover exempt excise tax on fuel or detect potential fraud in vehicle credit card usage without extensive labor-intensive manual procedures. eFleetCard integrates a credit card solution with customized Internet technology for completely automated decentralized credit card expense monitoring, centralized tax recovery, fraud detection and electronic invoice payments.
 

      Department of Defense – Voting Over the Internet

Using the Voting Over the Internet (VOI) system, citizens covered under the Uniformed and Overseas Citizens Absentee Voting Act and participating in the system pilot were able to vote electronically from any personal computer with Internet access from anywhere in the world. By building election community confidence in Internet technology, VOI not only reduced ballot transit time from weeks to minutes, it also laid the groundwork for bringing Internet voting closer to realization as a viable, affordable solution to help overcome the time and mobility barriers that often disenfranchise overseas voters.
