The IT Partners Program is ACT- IAC’s flagship executive development program for leaders in government and industry with a high potential for future advancement. The overall goal of the program is to prepare future government and industry information technology leaders for the roles they will fill at the Senior Executive Service and company officer level. After successful completion of this nine-month foundational program, those selected to participate will continue their executive development as IAC Fellows, a trusted collaborative network of Partner and Voyager alumni under ACT-IAC’s Professional Development Advisory Committee.
Program applicants are nominated by their respective company or agency sponsors through this application process signifying the applicants past contributions and opportunity for advancement. Each applicant is evaluated by government and industry executives against the Office of Personnel Management’s (OPM) Executive Core Qualifications (ECQs) for their leadership experience and acumen.
Government participants should be:
· Senior federal employees (Grade 15 preferred) who are involved with business transformation, IT management, program implementation, development, or acquisition.
· Participants in an agency Senior Executive Service (SES) candidate program or candidates in their agency for whom the agency would consider sending to an executive developmental program (Federal Executive Institute, DoD’s Information Resource Management College (IRMC), CIO University, and other graduate level programs for federal executives).
· Involved in ACT-IAC and its mission (or similar industry-government organizations).
· Considered to be competitive for SES selection at the Associate Deputy Assistant Secretary and/or Chief Information Officer level.
· Willing to dedicate 2-3 days per month for Partner activities between February and October.
Industry participants should be:
· Recognized as future executive leaders in their respective IAC member company.
· Recognized as future leaders in the broader government IT community.
· Experienced in a broad range of business activities, including program/project management, financial management, procurement, business development, and marketing.
· Involved in ACT-IAC and its mission (or similar industry-government organizations).
· Familiar with the issues and concerns of the federal information technology community (15+ years experience preferred).
· Willing to dedicate 2-3 days per month for Partner activities between February and October.
Course Curriculum:
Both Industry and Government participants will be required to complete a set of requirements during the program year (February--October) which will include, but not be limited to:
· Attendance at all scheduled Partners Breakfast Panels for your team.
· Attendance at least one ACT-IAC (or other association meeting) with your Partner.
· Attendance at two 2 ½ day off sites and the Executive Leadership Conference (ELC).
· Attendance at the two planned Partner educational evening events.
· Meeting at least twice with your Program Group (a.k.a. “Pod”) outside of a scheduled Partner event during the program year.
· Meeting with a Partner, not involved in the Class of 2010.
· Attending or volunteering to support an ACT-IAC or other charitable event.
These Partner Objectives are designed to encourage team building and deeper level partnerships Remember – those who participate and contribute, reap the rewards.

* All events listed as TBD will be no more than a 2 hour car drive away.
In addition to the scheduled activities above, the Partners will need addition time to complete the self-study portion of the program with their partner and teams. Because of the limited number of spaces, the program is highly competitive. Those who believe that personal or work considerations will necessitate missing any scheduled program session should not apply. By submitting this application, both the applicant and supervisor affirm their understanding of this commitment.
Registration Fees
Once selected, government participants will be required to pay a tuition fee of $3,295. The fee for industry participants is $3,795. This fee covers the program costs and includes the food and lodging for two off-site meetings, breakfast meetings, teambuilding events, as well as full registration and two nights lodging at ACT-IAC’s Executive Leadership Conference (ELC) in October of 2010.
Application Schedule:
Deadline: All applications are due to the ACT-IAC office or uploaded to the website no later than 5pm on Thursday, January 7, 2010.
Notification: All candidates will be notified of the results of the selection process no later than Friday, February 5, 2010.
General Considerations in the Review Process
The following areas of consideration will be used as a basis for review and selection. These areas are divided between quantitative and qualitative factors that might have impact on the criteria for evaluation and ultimate selection:
Quantitative

Identification of diversity (education...position...technology...business discipline) within the candidate’s CV, 171 and/or resume.

Identification of career progression and potential promotion (education...position...years experience...opportunity…relative to years within company or agency).

Identification of current participation in industry/government associations, including level(s) of participation as company and individual.

Determination of the organization (company or agency) as having a new, former or existing partner program participant [tie-breaker consideration].
-
Determination of geographic location of the individual applicant and/or organization.
-
Determination of recent transition from industry to government or vice versa. h (< 3-5 years) may warrant candidate reconsideration.
Qualitative
-
Content of the sponsor letter that comes from direct superior/executive within the applicant organization.
-
Content of the applicant’s responses to the written questions.
-
Appropriate diversity among the selected applicants in terms of business discipline.
Industry Applicant Considerations in the Submission Process
-
Due to the competitive nature of the Partners Program, only one applicant per industry member-company will be reviewed. If more than one application is received, then all applications will be sent to the official company POC so that one applicant may be selected and resubmitted for consideration. It is recommended and encouraged that companies coordinate a single Partner Program applicant submission prior for review prior to the application deadline.

One factor that might have an impact on the 2010 Voyager evaluation will be whether the same company has a participant in the 2010 Partners class. Industry members should consider this when submitting applications for both the Partners and Voyager Programs. This will only be considered as a tie breaker among closely evaluated applicants near the industry cut-off number.

Given that owners and/or presidents of companies, by definition, are current leaders, they should not apply.

It is suggested that Voyager graduates wait 3-5 years to before applying for the Partners Program.
