A Practical Guide for Implementing Challenges in the Federal Government
 
Statement of Objectives:  Federal agencies are encouraged to use Challenges and Prizes as a means for seeking out innovative and cost-effective solutions.  While each agency has its own rules that guide how it can conduct a Challenge, there are some valuable lessons from completed Challenges.  This Snippet is the first in a series targeted at collecting insights from peers to assist in the implementation of a Challenge or Prize.  We assume that the management decision has been made and all stakeholders are aligned - now it is up to the program staff to actually conduct the Challenge.  The simple suggestions in this Snippet should assist the implementation team in their task.
 
Definition of Challenge:  A challenge in the public sector context includes:
  • Problem statement that defines a goal or outcome relevant to a public mission or service
  • Clear criteria and deadlines for evaluation and awarding of prizes (monetary or non-monetary)
  • Participation of the general public, specialized communities, or an internal workforce
  • The intention of surfacing new approaches, spurring public awareness and market investment, generating original intellectual property or creative content, and/or lowering the public cost of innovation.
