January 12, 2011 SIG Meeting

  1. Welcome by SIG Chair Adelaide O'Brien and SIG Vice Chair Mark Samblanet
    • New SIG Leadership
      • Need Communications Chair and Program Chair
        • Martha has gone over to the Govenment and must reliquish her role as Program Chair
        • Communications Chair - unified message within SIG - optionally work with other SIGs to share information
        • Program Chair - organize speakers and work with ACT-IAC Program Committee (attend monthly meeting)
    • Normal meeting time is 3rd Thursday from 3:30 PM to 5:00 PM (normally at ACT-IAC conference room)
    • Committees should consider how projects can be completed within a six month window
    • Goal of meetings is to have some content discussion, not just business status
  2. Update and Call for Volunteers by Committee Chairs (status and plans for 2011)
    • Federal Financial Management
      • Two committees
        • Grants Management
          • Have finished review of inputs from 9 companies who responded to data call about systems that could help improve Government grant management
          • Inptus being reviewed
          • Findings will be presented in end-of-month meeting (last Thursday of month)
          • Government is asking for results
          • May have round table, forum -- up for discussion
        • Improper Payments
          • Asked by OMB to join a collaborative forum - a first for IAC
          • Ultimately dollars will flow to agencies to implement
          • Meeting held yesterday
            • Want to understand how rules engines work in the real world
            • How will technology help Federal and State agencies?
            • Asking for specifics
            • Lots of activity
        • Lessons learned
          • Role model behavior - need to be vendor neutral and comply with IAC ethics
            • Sent out to persons involved to make sure it was in line with IAC rules
            • Seven companies responded to data call, but did not participate in committee - committee included all in review, even if they did not participate actively - need to be an IAC member to participate
            • If you need to present to Government, make sure you take appropriate steps to make it vendor neurtrl
            • Non-members are intrested, so might be a recruiting opportunity
    • Health IT
      • Looking for a co-chair to work with Raju
      • Adelaide has brought in Ed Meagher - Ed is eager to participate and want committee to look at meaningful use
      • Need to build Government sponsor/participants - in process of reaching out
      • Lesson learned:  Need good champion on Government side
    • Information Sharing
      • In process of kicking off new year
      • 3 projects last year - may look at extending some
      • Kickoff on January 25 (Tuesday) at 3:30 - Wine and Cheese social
      • Brainstorming new ideas - looking for participants to speak up
      • Priority is engaging a Government sponsor
        • Have a number of Government participating, but want a sponsor
        • Senior level Government Executive who are drivers in information sharing
      • Want to increase collaboration and partnership between Government and Industry participants
    • Applied Innovation
      • Need new AI Committee Co-Chair for future projects
      • Suggestion for next project is collaborative platforms
      • Challenge maintaining interest throughout the year
      • Last year success at MOC
      • 2nd project in Challenges/Prizes
        • Karen Trebon has been actively supporting
        • Setting up interviews
      • Lessons learned
        • Getting and maintaining sponsors
        • Need to make use of tools to improve operations
        • Hard to maintain members when project exceeds 3 months
        • Required to have 2 IAC members for interviews - this is not always easy
    • Best Practices for record retention of social media
      • Went out for more volunteer mid-way through project to help with interviews
      • Draft report prepared
        • Need to make sure folks working on social media talk to records peopol
      • Working on pannel for March 17 (normal SIG meeting date) - will try to hold downtown
      • Suggestion to involve Library of Congress who has developed some tools
    • Suggestion for changes to committees or new committees
      • White papers no longer a necessary delvierable, but do need an executive summary and/or some other type of deliverabel (presentations, panel, etc.)
  3. ACT Board Meeting - January 26
    • ACT Board has invited SIG and Committee leaders to participate
    • Create ACT strategic agenda
  4. iACTion Inputs - deadline is Friday
    • Consider adding link to web site
  5. Community Fair (March 9) - Crystal Gateway Marriott - 3:30 PM to evening
    • Need volunteer to lead
    • Who will be attending from our SIG?
    • Materials for presentation
    • Be prepared to sign up new members
    • What is the message we want to communicate?
    • February SIG meeting will be workshop to prepare
  6. Government Advisor Panel (GAP)
    • What do we want from our GAP?
    • Suggestions for new members
    • Adelaide will reach out to existing members with our plans for the year and to determine their interest in continuing to participate
    • Will try to get staff member assigned to work with committees on more frequent basis
    • John Shaw vets, but ACT Board has final approval
    • Some SIGs have GAP liasons to keep GAP members involved
    • Informal communications can occur once SIG agrees
    • Formal invitations will probably not go out until March
  7. C&T SIG Support for 25 Point Implementation Plan
    • Are there any points that merit our SIG's involvement?
      • 24.  Launch "myth busters" education campaign
      • 25.  Launch interactive platform for pre-RFP agency-industry collaboration
    • Suggestions on how to get involved - need government sponsor for any activity
  8. How do we make SIG more exciting?
    • Redesigned web site for collaboration
    • Meetings focused on content, not status updates which can be reported through other means
    • Programs and speakers - need suggestions and help to get lined up
    • How can we better communicate within SIG?
    • Use of web meetings vs. simple conference calls
  9. New items
    • Joel Horwitz wants us to consider talking with one of his clients who has problem supporting Indian populations on reservations - they need a collaborative effort - can we set up a forum to explore their issues? - post concept and determine whether any interest
    • Committee to volunteer to keep drumbeat going from September workshop with 10 Gov execs - next meeting would probably be a web meeting - to deal with innovation and thought leadership in Government - will involve other SIGs
  10. Next Meeting:  Thursday, February 17 at ACT-IAC Conference room - 3:30PM - 5:00 PM
