On Tuesday, June 28, 2011, Matthew E. Perry and Malcolm D. Jackson, Co-chairs of the Federal CIO Council IT Workforce Committee, asked all Federal CIO Council members to participate in the biennial review and update of the Federal Clinger-Cohen Core Competencies. These 12 competencies, which were last updated in 2008, are integral to effective IT workforce planning and management, serving as a baseline for agency IT Management skill requirements. In addition, supportive course curricula based on the Clinger-Cohen Core Competencies, have been implemented by the CIO University consortium, the Department of Defense’s iCollege, Graduate School, and other educational institutions and are kept current through these regular updates.
The Federal CIO Council IT Workforce Committee, which is takes lead in this biennial effort, has reached out to ACT-IAC for our feedback.
You are invited to comment on one, all, or a select few of the competencies based on your subject matter expertise and interest. In commenting, please pay particular attention updating the competencies to reflect trends and technologies that have come to the forefront in the past 24 months (e.g. open, transparent, and participatory government; mobile computing; cloud based services; use of social media, etc.)
