2009 REVIEW OF IAC SHARED INTEREST GROUPS

 Overview

The IAC Shared Interest Groups exist to “provide an objective, vendor-neutral and ethical forum to address information technology issues of common interest to government and industry.  Current IAC policies require that the SIG structure be reviewed annually to ensure that the SIG structure and agenda remains relevant to the key issues affecting government IT acquisition, management and use.

Recognizing that a new presidential administration would have a new set of issues and priorities, the IAC Executive Committee accepted the recommendation of the SIG leadership to defer the 2008 review of the SIGs and conduct that review in 2009.  The IAC Executive Committee has established a working group to conduct a review of the SIGs.  The results are to be presented to the membership at the 2009 Executive Leadership Conference. 

2009 SIG Review

The charter of the Working Group is as follows:

The SIG Structure Working Group is established to review the agenda and structure of the IAC Shared Interest Groups in order to ensure that the SIGs are: (1) addressing the most relevant issues affecting the government’s use of IT; (2) are providing thought leadership on emerging issues; and (3) are structured and operating in a manner that maximizes the opportunity for industry and government executives to participate in the activities of the SIGs.

In conducting its review the SIG Structure Working Group shall consider the following sources of information:

  • The agenda of the new administration;
  • The ACT government-wide strategic agenda;
  • The reports of the IAC Transition Study Group; and
  • Such other documents and reports as are relevant to this activity

In conducting its review the SIG Structure Working Group shall ensure that the SIG leadership, SIG Government Advisory Panels and SIG members are provided an appropriate opportunity to participate in the review. It is also expected that the Working Group will wish to conduct interviews with key leaders in government and industry.  The recommendations of the Working Group shall be presented to the IAC Executive Committee and ACT Board of Directors.

Proposed Outcomes

At the end of the review the SIG Structure Working Group will produce the following:

  • A proposed structure for the SIGs;
  • A proposed agenda of issues to be addressed by the SIGs;
  • Recommendations for engaging a wide range of government involvement in GAPs and encouraging IAC member involvement in the SIGs
  • Recommendations for improving the participation of subject matter experts in the SIGs; and
  • Such other recommendations as may be appropriate to improve the relevance and operation of the SIGs.

 Proposed Metrics

 The effectiveness of the review will be measured by:

  •  The extent to which government and industry executives and parishioners are involved in the activities of the SIGs;
  • The extent to which subject matter experts are involved in the SIGs;
  • The extent to which government executives see the SIGs as a resource and request their assistance;
  • The impact of SIG white papers and other products      

Role of ACT

The ACT Board of Directors will provide the government-wide strategic agenda to be used in the above review.  The ACT Board will also provide information to the review group and assist in providing access to key government leaders who should be interviewed.  The ACT Board will monitor and advise the Working Group and IAC Executive Committee as appropriate.  Prashant Gaur will be the ACT Board contact for this initiative.
