Background
- The OMB Myth-busting initiative was officially launched in February 2011 as part of the “25 Point Implementation Plan to Reform Federal IT Management” with the publication of a memo highlighting Misconceptions to Improve Communication with Industry During the Acquisition Process.
- A second memo was released in May 2012, Myth-Busting 2: "Addressing Misconceptions and Further Improving Communication During the Acquisition Process", to demonstrate OMB’s continued commitment to improving government and industry communications during the acquisition lifecycle
- In response to the OMB Myth-busting initiative, ACT-IAC formed a Myth-busting working group from its Acquisition Management Shared Interest Group (SIG)
- The SIG Myth-busting team has been working alongside OMB to help promote the initiative as the SIG and OMB have a shared goal of improving government/industry communications.
- Following the May 2012 release of the Myth-busting 2 memo, the SIG Myth-Busting team (in coordination with OMB) were interested in determining the overall awareness and effectiveness of the Myth-busting memos to-date.
- It was determined that conducting a survey led by the SIG Myth-Busting team was the most effective method for determining the awareness and effectiveness of OMB’s Myth-busting efforts.
Objective
The Myth-busting survey has been designed to achieve the following objectives:

Determine the awareness of the OMB Myth-busting initiative

Determine if the initiative has had an impact on improving the communication between government and industry during the acquisition process

Identify areas within the existing Myth-busting initiatives that need further attention
-
Identify areas that are not addressed in the Myth-busting memos that are worthy of consideration in a future memo(s)
