Transition Study Group 

 

MISSION:

In March 2008 the Industry Advisory Council (IAC) embarked upon a project to provide education, advice, and insights to support the transition to a new Administration. The objective was to compile and provide high quality, insightful papers, briefings and discussion opportunities for government executives and IAC members during and after the transition.  Project activities were conducted in an ethical, open, transparent, objective and non-partisan manner.

A call for volunteers was issued to identify candidates to serve on a Transition Study Group (TSG) responsible for coordinating the conduct of this project.  The responsibilities of the TSG included:  (1) selection of the issues to be addressed; (2) ensuring that the IAC membership has an opportunity to participate; (3) managing the project in accordance with the IAC principles and operating guidelines; and (4) managing external communications about this project.  The IAC Executive Committee appointed the following individuals to the TSG.

A survey was done of the government IT community to identify issues to be addressed by the project.  The intent was to focus on the effective management and use of information technologies by government.  Based on the survey, the TSG selected topics based on the importance of the issue, the value that could be added by IAC and the availability of volunteers to write the reports.

Over fifty volunteers participated actively in the production of the papers.  In accordance with the project’s principles, no contact was made with either candidate until after the election.  Shortly after the election the TSG met with representatives from the Obama administration team.  Since then, there have been several presentations made to the government IT community and selected audiences on the recommendations in the papers.  These briefings will continue as needed.  The TSG itself was disbanded in June 2009.
